I plug in the handheld scanner but nothing happens at all.

It is likely that the data cable was removed from the computer after installation and connected to another communication port. Connect the cable to the communication port used during installation, or have it redetected by right-clicking the barcode icon and clicking Auto in settings. Make sure the data cable is connected to the computer and the scanner is attached to the cable.
